Assistant Secretary of State for the Bureau of Population, Refugees, and Migration, Julieta Valls Noyes facilitated the transfer of weapons funding to Israel, even after being presented with clear evidence of Israeli human-rights abuses and illegality.
Valls Noyes worked alongside Mira Resnick and her subordinates, to authorize the transfer of $827 million in weapons funding to Israel. Initially, Valls Noyes hesitated, relaying internally that the State Department had not yet approved the transfer, as Israel had “failed to meet most of its commitments to the president,” according to internal department talking points. However, ProPublica reports that “after a series of in-person conversations,” “Valls Noyes backed down, according to a person familiar with the episode. When asked during a staff meeting later why she had punted on the issue, Valls Noyes replied, ‘There will be other opportunities,’ the person said. The financing appears to have ultimately gone through.”
